Python 3.8 update

Bringing Python 3.8 up-to-date, version 3.8.8 and should be available from PackMan. It should also be possible to update from 3.8.5 to 3.8.8 using PackMan.

A version of pygame 1.9.6 is also available (Python-38-pygame). Most things seem to work, and you can play the ‘aliens’ example game. You will need to run pygame things with stdout redirected. The easiest way is to create an Obey file something like ..
