Update to Recce

A new release of Recce, version 1.11, is available. Anyone using Recce to access weather forecasts from the Met Office is recommended to upgrade before the end of April, when the older releases will stop working owing to an underlying API change.

I have also taken the opportunity to improve the manual a little, and to remove a bug which could cause an error box to appear when the application was first used.

A very small update to Nominatim was released a few days ago. The only change is a correction to the RMEnsure lines in the !Run file, now that it depends on AcornSSL.
