Networking With Windows 10 - 64

I get Tap-Win32: Could not open ‘rpcemu’
and the Networking unavailable.

(All software downloaded today)

Should it work on Windows 10 (64)?

Also should DHCP work on RO 5.x?

RPCEmu interacts only with old versions of OpenVPN. On my PC, OpenVPN 2.1.3.
