Updating HD4 - missing update utility

Went to download the latest HD4 for my Pi and was alarmed to find the extremely useful InSituBootUpdate Obey file was no longer bundled with it. Is this simply an oversight or is there some particular reason for the omission? Is it still available and if so where?

Found a copy of InSituBootUpdate on my hard drive, and having opened it up I see that it is expressly for updating 5.20 HDs to 5.22 [https://www.riscosopen.org/forum/forums/5/topics/3927
], so presumably not relevant to an update of later HD4 versions.

Perhaps it will be included when the stable 5.24 HD is released? I am sure it is on ROOL’s long ToDo list.
AFAIK it has never been included with development HD releases – probably because of the problems of keeping it up to date with each change.
