How to activate Cyrillic alphabet without WIMP

Hello everybody!
I am having a problem with ‘internationally’ using RISC OS.
After executing the Star-command *Country Russia, the country switches, the alphabet also switches to Cyrillic.
Working in the Task Window, I can switch between the first and second halves of the symbol table using the Alt+Shift key combination. I managed to find out this keyboard shortcut experimentally, but where it is documented, I did not find.
BBC BASIC in WIMP mode is capable of printing Cyrillic characters.
However, in single-task mode, without WIMP, when the screen is black and the characters are white, I cannot type Cyrillic characters. According to the information received from the Star-commands, the currently switched on country is Russia, the alphabet is supposedly Cyrillic, even switching by Alt+Shift works, but the characters are printed from the LATIN1 table. I am unable to switch on the ISO 8859/5 character table. Obviously, I am misunderstanding something.
What do you think of it?

Using ‘*Configure Country’ and WIMP utility for keyboard configuring, I got the result I want.
I don’t know how the RISC OS developers imagine the configuration process, but in my case ‘Configure Country’ was not enough.
Help on keyword Country says: ‘*Country sets the appropriate alphabet and keyboard driver for a particular country’.
I did an experiment.
1. I rewrote the RISC OS 5.28 image on the SD card.
2. Start system, open Task window.
3. Star-command ‘*Configure Country Russua’ executed.
4. Reboot
5. Checked the result:
*Country
Russia
*Alphabet
Latin1
*Keyboard
UK
*
-—-‐——-
How can this be explained?
*Country does not set the appropriate alphabet and keyboard driver for a particular country?
After that, I run the WIMP keyboard configuration utility and set the country to Russia.
Checking:

• Country
  Russia
• Keyboard
  Russia
• Alphabet
  Cyrillic
  Enjoy!
  At the same time, the alphabet was switched without additional requests.
