Unable to open Configure

When attempting to run configure, either from double clicking on !Boot or clicking Configure from the switcher menu, I get the error shown here

After the machine has been powered on for approx 15 mins, configure will then open normally.

Running RISC OS 5.21 (06-Sep-2014) on a Pandaboard ES.
I tried an older ROM from early July and I get the same issue.

Has anyone else seen this before?
