I think I have spotted a reason that May is not going to offer a proper deal to EU citizens.

Any decent deal would effectively mean they become part of ‘the people’.

By enacting the ‘will of the people’ in this way, you make it cease to be the will of the people. *

So she makes an offer where they do not become part of the people.
