If the renderer function [b16 set] is in a module, also set bit 17 of the flags word, as this allows access to statics

but then goes on to say

a new bit (b18) indicates that the function should actually be called in user mode. If bit 18 is set, bit 17 should be clear

If so, then C renderer functions in modules cannot be called in user mode. Or is the first statement incomplete, or the second statement inaccurate?

I presume the exhortation to set b17 should be predicated on “if b18 clear”, yes?

I had a discussion with Justin Fletcher on comp.sys.acorn.programmer (and possibly via e-mail) about DragAnObject many years ago, and the new bit 18. I cannot remember whether what he wrote answered your question as I was not interested in calling it from a module, but only from an application.
