Unicode filename translation

Anyone have any thoughts on Unicode filename translation?

On top of the usual special character translation/filetype problems.

RISCOS > UNICODE involves translation from the current territory to unicode.

That should be straight forward. The problem is

UNICODE > RISCOS as obviously the current territory isn’t unicode.

For characters not in the current territory I was thinking of using a backtick character as an escape character in RISCOS – `xxxx – where xxxx is the unicode character in hex.

Is there an existing solution to this?
