DDE missing FAppend? (version 27)

I have DDE 27. When I was trying to write a C module, I found that the shared makefiles and/or CMHG wanted to use a utility called FAppend, which seems to be expected to exist in $.!Boot.Library, or perhaps even elsewhere in Run$Path or C$Path. In the end, I got it by downloading the RISC OS sources and searching for it in there. Should FAppend be part of the DDE?

What’s the story in the current DDE? (I don’t have it, so cannot check)

FAppend was in the Builder environment and has been added to DDE28.
