ShellCLI version number oddity

ShellCLI should have been at version 0.39 in today’s, 10Aug23, ROM builds but only 0.38 is reported.

An inspection of the sources shows that the substance of the commit has updated, that is the MakeFile and c.module but VersionASM and VersionNum are still at the previous 0.38 version.

As tested on the Titanium.

That is sorted in git, ShellCLI 0.39 is correctly versioned and will appear in the next build.
