Latest Library may not work on ARMv7

We’ve had some unsubstantiated reports that some of the updated tools in the mixed/RiscOS/Library component may not work correctly on ARMv7. This isn’t entirely surprising as the build system is in the process of having a number of important updates made to it and I can only work at the weekends. I’ll take more of a look this weekend, if needed.
