Wiki documentation shuffle

I’ve split the “programmer documentation” bit on the wiki home page in to two, so that we can differentiate between documentation aimed at programmers and documentation aimed at OS developers. These now also link to sub-pages, so that we can start using those to provide a main index for each area (previously we didn’t really have one!)

The developer docs section is looking a bit empty at the moment – chances are that a lot of the technical notes could be merged in. Likewise it might make sense to merge the individual specs into the main programmer documentation page. But mostly this post was just to act as an “FYI” so that people know to start putting things in the new locations.

Very good move! Those two things are really to be treated separately.
