Never tried it myself, but there are a lot of parameters that may or may not be relevant (likely depending on the version of the bootloader and/or OS used and maybe even the Raspberry Pi model):

I don’t know if it’s still a problem these days, but it used to be mandatory that the filnames in the boot partition had to be entirely in uppercase. So CONFIG/TXT would be seen, but config/txt wouldn’t. Even worse was that, once a file had been named with any lower case characters in, simply renaming it with all upper case wouldn’t solve the problem. It was to do with extended filename support (rather, lack of it). Anything that can’t be represented in 8.3 upper case (and numerals) requires extended filename support. Anyone know whether non-extended filenames are still mandatory? |

On this Pi 4 only, the filenames for config/txt and riscos/img are lower case and Cmos is mixed. |

I’ve tried another image of RISC OS (original, not “direct”). The result is the same: no sound at all: via HDMI and via jack (I hear only some noises via jack on reboot). And I tried to name config.txt in upper and lower case in FAT (both cases in FAT is displayed as uppercase in RISC OS, but uppercase name in FAT isn’t opened in RISC OS). RISC OS doesn’t boot when file is absent. I don’t know what to do else… :( |

As has been mentioned, renaming the file won’t help. You’d have to delete it then create a new CONFIG/TXT |

Yes, I did so. How to test CONFIG.TXT? When you set these settings does it boot with 1024×768? |

Yo! That’s a real crap! I always used the 2nd HDMI port for output (because it’s more handy – it doesn’t rub on the power cable). And now I just reconnected cable to the 1st HDMI port. And all sounds began to work. Sound via HDMI and even via jack. |
