DDE licence

I’ve just noticed – better late than never – that all of the library files in the DDE distribution carry the RISC OS source code licence and I can’t find any other licence. To me this means I can’t use the compiler and distribute the code without releasing the sources under the terms of the licence – making it only useful for working on riscos sources. Is there another licence for DDE somewhere?

Are you talking about header files or binaries?

I noticed the licence in the header files but then found I couldn’t find a licence for the binaries or an alternate licence for the header files.
