That’s the dream, but not the reality. It works both ways. It’s a pain that not being in the UK means that a UK based medical site tries to block me. But on the other hand I can say “the presence of a God in this world scares me a lot more than the absence of one”.
In some places overrun with delusional crazies, such an opinion would be an offence punishable by everything from a fine to a beheading. But here? One can have that opinion. One just needs to not express it in a church or whatnot. ;)
So I worry about what is acceptable in France, not places for where The Enlightenment never occurred.

Thus, it is perhaps better to say “the internet has global reach” rather than “it is global”.

This really ought to be in one or other of the Aldershots…
