New ambitious porting target: Qualcomm DragonBoard 820c

If someone knowledgeable has too much time…a nice board based on the Qualcomm Snapdragon 820E.

• extremely fast CPU (ARMv8 @ 2.35 GHz)
• powerful GPU (4K@60Hz)
• comparatively cheap (around US$200 for single units)
• GbE
• long availability (main SoC is guaranteed for 10 years)
• PCIex for further expansion
• USB3.0 (yes, really – some pages say USB2.0, but this is wrong)
