Questionable, since administrators could revise history; repaired descriptions can in theory be listed in the comments.
At the very least, some sort of preview feature would help (but see also Ticket #188).

Woohoo – I was going to add this because I put a numbered list in a bug report and then found it to be format soup.

Administrators can edit tickets and ticket changes in Retrospectiva (it can be assigned on a per-group basis and users put into elevated privilege groups either automatically or manually).
See Ticket #190. Marking this as a duplicate since moving to Retrospectiva fixes the problem.
