I have a feeling this is a case of user error. With IE, if you visit a site via HTTPS, and one or more elements of the page are delivered by HTTP instead, then it will pop up a message box asking whether you want to view the nonsecure elements of the page. It’s also possible to turn this popup off and make it so that the nonsecure elements are never shown, which I’m guessing is what you’ve done.
For IE 8, the option which controls this is hidden away in the Security tab of the Tools -> Internet Options dialog. Hit the “Custom level…” button, then find the “Display mixed content” option in the “Miscallenaeous” group. Or I guess you could just add ROOL to the trusted sites list.

It was previously set to “Prompt” (although I’ve never seen such a prompt). Setting it to “Enable” indeed solves the problem.
