Resolver 0.73 doesn't consult hosts file

Resolver 0.73 is broken. Confirmed by two other users. Symptoms:
- Lookups from Hosts files are case sensitive;
- Otherwise, lookups from Hosts file fail.

Resolver 0.72 works correctly.
It isn’t possible to update RISC OS from nightly builds later than about 2022 May 15 without running into this issue.

Let’s aim for an accurate description rather than a bombastic one.
You discovered a bug in Resolver, that’s OK, but it’s not “broken” if nobody’s noticed for over 6 months. I’ve updated my Titanium (ROM) and Risc PC (softloaded on 4.02) and Pi (ROM) numerous times since 15th May without issue, because DHCP propagates all the host names to my router.

It’s broken. Gerph has confirmed so.
Resolver 0.74 (12 Dec 2022) fixes the problems.
