Batch One sources need in-place license wording added

The cvs repository will need processing with the ‘cvs-munge’ tool in order to insert suitable license wording at the top of all revisions of each source file. A dependency for this task is to agree the wording of that text.

We now have a tool to process the repository and insert the wording at the top of each significant source file (more testing required). This will ensure that the words appear even when an older (non-head) revision is checked-out.
The wording is also nearly agreed with Castle. Some minor tweaks remain.
