System beep on startup ignores the configured volume

When booting RISC OS, the configured volume isn’t taken into account when playing the initial system beep. This results in it being very loud when using headphones.

It works for me here (*Configure Loud versus Quiet) on my Titanium.
Note that the individual mixer output settings (speaker versus headphones versus line out) aren’t applied until you get to the SndSetup obey file in the boot sequence, which is obviously after the beep when the initial “RISC OS 512MB” banner is shown. Not much you can do about that.

Use SoundDefault to pick a quieter default beep? It’s how I used to deal with this BITD.
