EDID selects mode 28 if standard resolution is too high

If the default resolution of the connected monitor is higher than what the hardware supports (e.g. 2560×1440), RISC OS will select mode 28 as a fallback instead of the next highest resolution the monitor supports (e.g. 1920×1080).
This was observed on a Raspberry Pi 400 with RISC OS 5.30 connected to a BenQ GW2765 monitor.

Happens also on Raspberry Pi 4B, with an Eizo CS240 Display, native resolution is 1920×1200 but RiscOS defaults to 1920×1080
