Software information: Toolbox Menu module

This is a replacement User Interface Toolbox Menu module, version 0.40, to replace the ROM copy in beta ROMs after 18-Jan-2023 which contains a later version which has some incompatibilities. Loading a replacement from disc is an interim measure while the bug is being worked on.

It is not required for RISC OS 5.31 release candidates, they are already reverted to Menu 0.40.
