This call allows programs to specify how long the machine should be left idle for before it enters suspend mode (via Portable_Stop).
SWI Portable_ReadFeatures can be used to determine if suspend functionality is available.
The machine will only automatically enter suspend mode if the screen saver is active; therefore if the suspend time specified here is lower than the screen saver delay time, the suspend will be postponed until the screensaver starts.
